INFORMATION SECURITY MANAGEMENT SYSTEM IN THE CONTEXT OF MODERN CHALLENGES

Abstract

The purpose of this article is to analyze the information security management system in Ukraine inthe context of modern challenges, such as cyber-attacks, espionage, dissemination of unreliable informationand interference in internal affairs. The research is based on the application of a number of methods of scientificknowledge using elements of dialectical, normative-logical, comparative-legal, formal-legal, system-structuraland documentary analysis.The results. Highlighting the importance of information security for the protection of the sovereigntyand territorial integrity of the country, the author examines the structural organization and functions of variousinformation security management bodies at the national level, including the Verkhovna Rada of Ukraine,the President of Ukraine, the National Security and Defense Council, the Cabinet of Ministers, as well asregulatory, control and specialized bodies, such as the Security Service of Ukraine and the State Service for Special Communications and Information Protection. The article emphasizes Ukraine’s comprehensiveapproach to ensuring information security, which includes legislative regulation, strategic planning,interagency coordination and specialized measures to counter threats in cyberspace. The article describesin detail the competencies and main tasks of the State Service for Special Communications and InformationProtection of Ukraine (State Special Communications), which plays a central role in ensuring the country’sinformation security.Conclusions. Therefore, Ukraine is developing a comprehensive and multi-level information securitymanagement system that meets and resists modern challenges such as cyber-attacks, espionage, disinformationand interference in internal affairs. The central role in this system is played by the State Service for SpecialCommunication and Information Protection, which coordinates measures for cryptographic and technicalprotection of information resources, ensuring reliable communication between state authorities and integratedprotection of information systems. The prospects for the development of information security in Ukraine arerelated to the deepening of cooperation with international partners, the exchange of knowledge and technologies,which will allow more effective resistance to cyber threats. Taking into account the dynamics of cyberspacedevelopment, the information security system must be flexible and adaptive, capable of responding promptlyto new challenges and threats.
