FORMATION AND IMPLEMENTATION OF CORRECTIONAL AND RESOCIALIZATION PROGRAMS FOR CONVICTS IN PLACES OF IMPRISONMENT IN UKRAINE

Abstract

The purpose of the article is to study the peculiarities of the formation and implementation of programsof correction and resocialization of convicts. Methods. The methodological basis of the research is generalscientific and special legal methods of scientific research, in particular dialectical method, system analysis,theoretical generalization, comparative legal method.The results of this activity are the following conclusions. One of the priority tasks of the penitentiaryservice of Ukraine is the correction and resocialization of convicts (restoration of their social status as a law-abiding member of society with a socially acceptable model of behavior), to achieve the goal of whichspecial programs of correction and resocialization of convicts are formed and implemented. Programsof correction and resocialization of convicts are carried out at the state and/or local level, with the participationof institutional components of civil society, international organizations and donor countries. Penitentiarysystems of foreign countries define the following as the main areas of correction and resocializationof convicts: social work with convicts, general education and professional training, psychological support,productive work, restoration of social ties. Examples of programs for the correction and resocializationof convicts in foreign countries are: Prison Entrepreneurship Program, Bard Prison Initiative Prisoners'Education Trust, Swedish Prison and Probation Service Programs, etc.The legislation of Ukraine refers toprograms of correction and resocialization of convicts as "programs of differentiated educational impacton convicts", which are divided into such types as general education and correctional programs. Programsof correction and resocialization of convicts in Ukraine are implemented in the following areas: education(including professional and legal); spiritual rebirth; art; sports and physical education; overcoming alcoholand drug addiction; preparation for release and formation of life skills. The formation and implementationof programs for the correction and resocialization of convicts in Ukraine has a number of shortcomings,the overcoming of which can be seen in the integration of positive foreign experience in this field, taking intoaccount the peculiarities of the Ukrainian penitentiary system, its material and financial support, trainingof relevant specialists and active interaction with non-governmental organizations and institutions.
