PLACE OF PUBLIC INFORMATION IN THE GENERAL CLASSIFICATION OF INFORMATION IN UKRAINE

Abstract

The paper gives a comparative description of the concepts “information” and “public information”, which are enshrined in the current legislation of Ukraine, and analyzes the information classifications proposed in the special literature and current legislation. It is proposed to define public information as information and/or data reflected and documented by any means and on any media that was obtained or created in the process of the fulfillment by the subjects of authority of their duties stipulated by the current legislation, or which are in the possession of subjects of authority, other managers public information as defined by the Law on Access to Public Information. It is concluded that in the special literature numerous classifications are presented that help to reveal the multidimensionality of the concept “information”, but the place of public information in these classifications is not clearly defined. The legislator, highlighting this type of information as public information, does not give an answer to what information is the antipode of public information. We can only assume that we are talking about “non-public” or “private information”.
