THE USE OF MODERN INFORMATION TECHNOLOGIES IN PLANNING INVESTIGATIONS INTO UNSOLVED CRIMES OF PAST YEARS

The study aims to examine the organizational and methodological foundations of planning the investigation of unresolved crimes from past years, as well as to identify the main directions for improving this activity, taking into account current trends in the development of forensic science. Methods. The research employs various methods, including an analysis of contemporary scientific approaches to the system of planning investigative actions, the distribution of tasks, and the roles and functions of participants in criminal proceedings involving unresolved crimes. The comparative method made it possible to determine the criteria for investigative effectiveness, the factors influencing its results, and the specific features of cooperation between pre-trial investigation bodies, operational units, expert institutions, and the public. Results. It has been established that modern trends in the digitalization of forensic science necessitate a revision of traditional approaches to investigation planning. The integration of artificial intelligence (AI) technologies into the analytical processing of data on unresolved crimes is proposed — from the systematization of evidentiary information to forecasting directions for suspect identification. The study outlines the possibilities of using big data (Big Data) analysis to identify patterns in criminal behavior, applying AI tools to compare biological, digital, and material evidence, and developing predictive models to determine the priority of old cases. At the same time, the research identifies legal and ethical challenges related to the implementation of AI in criminal proceedings — in particular, issues concerning the admissibility of algorithmic analysis results as evidence, adherence to confidentiality principles, protection of personal data, and prevention of discrimination. Conclusions. Effective planning of investigations into unresolved crimes from previous years requires the integration of traditional forensic methods with advanced technologies focused on information analytics, database interoperability, and enhancing the evidential strength of collected materials. The application of innovative tools, particularly artificial intelligence, will contribute to improving the effectiveness and objectivity of investigative activities.
