GENERAL CHARACTERISTICS OF THE ACTIVITIES OF THE HIGH ANTI-CORRUPTION COURT (IN STATISTICAL INDICATORS)

The purpose of the study is to analyze the activities of the High Anti-Corruption Court using statistical indicators in order to assess the results of its performance. To achieve this, attention is paid to: 1) the performance indicators of HACC in 2024; 2) the performance indicators of HACC in the first half of 2025; 3) the level of public trust in the High Anti-Corruption Court in different years; 4) the duration of case consideration by HACC. Methods. The study applies the statistical method of collecting, processing, and analyzing data on the activities of HACC. In addition, other methods of scientific cognition were used (analysis and synthesis, induction and deduction, hermeneutics, forecasting, etc.). The principles of objectivity, systematic approach, and specificity were observed. Results. The analysis of statistical indicators demonstrates an increasing workload on the judiciary and a gradual improvement in the efficiency of case consideration, particularly in the first half of 2025. A positive trend is the growing number of verdicts and the increase in the proportion of decisions made on the merits of claims. Although HACC was established as a key element of the institutional anti-corruption system in Ukraine, the level of public trust in it remains low. This is explained both by subjective factors (e.g., general distrust towards the judiciary) and by objective problems (staff shortages, organizational difficulties in the functioning of the court). The lengthy duration of case consideration creates risks of expiration of the statute of limitations for bringing individuals to criminal liability, which directly affects the effectiveness of the fight against corruption. Conclusions. The analysis of statistical indicators leads to the conclusion that the goals and objectives that determined the establishment of the High Anti-Corruption Court have not been fully achieved. In addition to the statistical indicators highlighted in this study, other indicators may also be used to further reflect the performance of the High Anti-Corruption Court.
