HISTORICAL DEVELOPMENT OF EXTRAORDINARY REGIMES’ CONCEPT

Abstract

The article is devoted to comparative-historical analysis of the concept of «emergency regimes». The de­velopment of the «emergency regime» concept in the legislation of foreign countries, paying special attention to both Austro-Hungarian and Russian Empire, is investigated in the article.
