Abstract

The article is devoted to the problem of distorted transfer of some general philosophical categories to the theory of the state. The problem of distorted understanding of the categories of «essence» and «content» of the state is analyzed. It is proposed to consider the category of the essence of the state as its static characteristic, which manifests itself in the institutionalization of the established normative order, defines the state as a phe- nomenon and is characteristic of all periods of its existence. The category of state content should be considered as a dynamic parameter, which is intended to describe the changing characteristics of states of different epochs: the power of affiliation, the provision of interests of various levels of generalization, the functional load of the
state, etc.
