LOCAL OFFICERS OF POLICE AS A SUBJECT MANAGER OF ADMINISTRATIVE AND POLICE SERVICE OF THE POPULATION

The legislative regulation of the institute of district police officers as a component of police reform in Ukraine is interrogated. The scientific perspectives regarding the delimitation of public authoritative and public facilitative services provided by district police officers are considered. The European experience of interpreting the functions of a police officer in society is conveyed. The lack of clear criteria for distinguishing police services from other public authoritative (administrative) tasks is emphasized. These services are proved to be interconnected and complementary, characterized by service features and carried out by administrative means, implemented in a complex and simultaneous manner. Such services are originally defined as administrative- police services.
